Improving Quality of Place in Downtown Gallup, NM

The Business Improvement District (B.I.D.) statute was created by the State of New Mexico in 1978 in Section 3 Article 63. The City Council of Gallup approved a local ordinance enacting the B.I.D. in 2009 after a majority of property owners within the boundaries of the District voted in favor of creating the B.I.D. These property owners voted in favor of a property assessment in the amount of 1% of the assessed value of each property within the District boundaries under then 2006 real property tax assessment, which is billed in two installments per year. Gallup B.I.D. ordinanace was renewed by Gallup City Council in 2014, 2018 and 2023.

The average assessment bill is $180.29. There are 174 assessed properties in the district (government buildings are excluded, per the New Mexico State BID Statute).

To promote and restore economic vitality to the central core of the downtown Gallup business area and enhance commercial development which benefits the health, safety, and welfare of the citizens of Gallup.

BID Board of Directors

The Business Improvement District is a not for profit organization governed by a Board of Directors appointed by the City Council of Gallup.
